I am commanded by My Lords Commissioners of

the Admiralty to acquaint you for the information of the Secretary of State, that They have before them a petition from certain workmen who have been appointed as volunteers from H.M.Dockyards in the United Kingdom for short periods (3 to 5 years) of service in Hong Kong Dockyard, mostly in the subordinate super- vising capacity of Chargeman.

These men, mainly mechanics, are paid

rates of wages fixed in local currency; a typical case

being:-

Allowance.

The only increase which has been granted in their rates

of emoluments during the war is a 10% temporary increase in the rate of wages (not allowance). increase has been given effect as from the 1st January
